List of what you will need:
Large bag of LifeSavers mints (Peppermint or Spearmint)
Jelly Beans ( I chose blue since I am having a grandson and used Jelly Belly brand)
3 cups of Powder Sugar
3 tablespoons Water
1/8 teaspoon of Cream of Tartar
2 Large Egg Whites
Ribbon (color of your choice, the type that you can curl)
Wax Paper
First you will need to make the frosting ~ your glue. Some people use Royal Icing but your pacifiers can come apart. I found a thick frosting is better. You know 'glue' like you would use for making gingerbread homes.
Frosting:
Now for making the actual pacifiers. You will need to individually unwrap each LifeSaver.
Next place your frosting on the back side of one LifeSaver. You can use a piping bag, a baggie with a small cut in one corner (home made piping bag), or a butter knife. After you place the frosting on the back side of one LifeSaver take another LifeSaver and add more frosting to a small section of the outside ring of the LifeSaver. Add this LifeSaver to the other LifeSaver and place flat on wax paper and let dry for nearly 3 hours. You should cover your frosting to use again in 3 hours.
After 3 hours of drying and the base of the pacifier has been untouched, it will be time to add the jelly bean. Remove the cover to the frosting and stir. You will need to take one jelly bean and add the frosting to the end. This will be the end where most of the jelly bean will be protruding from the center of the LifeSaver that is the base of the pacifier, not the handle. (See picture below) Once again, wait for 3 hours for drying time.
After the next 3 hours have past it is time to add the ribbon to the handle part of the pacifier. Simply cut a piece of the curling ribbon and tie to the handle portion of the pacifier mint and then curl the ribbon. I have seen some people make them as necklaces to where. If you do chose this route, I would suggest by passing the frosting as glue and simply hot glue the pieces together.

I placed my completed mints in a cute little basket. Kera then can keep the basket to put things in it for the baby.
The baby pacifier mints were a hit at the party along with the rice crispy baby rattles. Check back within two days and I will have a how to posted for those.
